Purpose:
This resource is designed to help staff, students, and community members understand Suffolk Public Schools’ commitment to prohibiting antisemitism and ensuring that our policies align with Chapter 471 of the 2023 Acts of Assembly, while protecting constitutional rights.Key Definitions:

Antisemitism: As defined in Chapter 471 of the 2023 Acts of Assembly, antisemitism is a certain perception of Jewish individuals, which may be expressed as hatred toward Jewish people. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions, and religious facilities.
Prohibited Conduct Related to Antisemitism:
Examples of prohibited conduct include, but are not limited to:

Making derogatory, demeaning, or threatening statements about Jewish individuals or Judaism.

Damaging, defacing, or vandalizing Jewish community property or symbols.

Promoting antisemitic stereotypes or conspiracy theories in a manner that creates a hostile educational or work environment.

Engaging in targeted bullying, harassment, or intimidation based on Jewish identity or perceived Jewish identity.
Protection of First Amendment Rights:
Nothing in this definition or prohibition shall be interpreted to diminish or infringe upon any rights protected under the First Amendment to the United States Constitution or the Constitution of Virginia.-
Protected Speech: Expressing political viewpoints, religious beliefs, or criticism of the government or political policies (including those related to Israel or any other country) is protected under the Constitution, as long as such expression does not cross into harassment, threats, or other prohibited conduct.

Educational Context: Discussions about religion, history, or world events that are conducted in an academic, respectful, and non-harassing manner remain protected and encouraged for learning purposes.
